COVID-19 “UPDATE”

The latest information on COVID-19

M-DCPS will remain open and are being kept updated on COVID-19. Some field trips and public gatherings have been canceled. M-DCPS will continue to monitor and provide updates as they become available. DCSMEC is constantly monitoring the situation and will act accordingly to safeguard our members.

Miami-Dade County officials continue to work with local, state, and federal agencies in monitoring COVID-19, part of the coronavirus family.

State of Florida Governor Ron DeSantis issued an Executive Order and Surgeon General Scott A. Rivkees declared a public health emergency on March 1. Gov. DeSantis declared a state of emergency on March 9.

Individuals in Miami-Dade County who believe they may have been exposed to COVID-19 should call the Florida Department of Health at 305-324-2400. If you have a medical provider, call them. If traveling to a medical office or facility, call ahead.

Prevention methods include the basics, such as washing your hands for at least 20 seconds several times a day and staying home when you’re sick. Students, teachers and maintenance employees should avoid touching their eyes, noses or mouths to keep from spreading germs, and schools should wash and disinfect high-touch surfaces such as doorknobs and desktops.

Parents, students, and families should get the facts, but it’s also important to keep the conversation on what we can do rather than focusing on information that causes fear.

DCSMEC NOTICE

Since last year (2019) we have been hearing that Management was discussing changing our regular work schedule. Management on Tuesday, February 25, 2020 issued a memorandum to all maintenance employees from Administrative Director Francis X. Hoar notifying everyone that effective the pay period of Friday, April 3, 2020 a standardized work schedule 7:00 a.m. – 3:30 p.m. would begin.

The memorandum is consistent with contract language see below:

This schedule change may be implemented by the Board after notification to the Union. Employees affected by a change in their work week shall be given not less than two weeks’ notice of the change in schedule. Such changes in schedule may be designated by the bureau/office head or designee and shall not be arbitrary.

DCSMEC had suggested an earlier start time or a four ten schedule, however management decided to go back to the traditional 7:00 a.m. – 3:30 p.m. work schedule.

This standardize work schedule will not affect the following employees:

—————Alternate shift – Monday to Thursday, 12:30 p.m. – 11:00 p.m.

—————Night shift coil cleaning crew – Monday to Friday, 2 p.m. – 10:30 p.m.

If this new schedule creates a hardship for you, please call Francis X. Hoar at 305-995-4044 to set up a hardship appointment as per contract language see below.

Hardship –  Unit employees who undergo what is considered an unexpected or undue hardship can request to be returned to their previous work schedules, if available, or to an open position. each case to be heard as soon as practicable but no later than 20 working days after notification. Where a vacancy occurs as a result of a hardship, management may fill the position from among the employees in a manner that facilitates a safe and efficient workforce.

The new work schedule is for maintenance employees only.

DCSMEC NOTICE

For H-2 Salary employees only

Attention all H-2 salary employees, DCSMEC is working with management to make sure that if you did not receive your tool allowance in November of 2019. We have identified 23 members that were affected, your tool allowance will be paid on the 1-31-20 paycheck. We are also looking to find out what caused the glitch and have it corrected.

General Membership Meeting

Attention all DCSMEC members the General Membership Meeting scheduled for January has been moved to March 17, 2020. 

DCSMEC continues working closely with management to finalize the new Insurance programs, we hope that registration will be provided no later the end of March.

Contract Negotiations have stalled and we hope to resume negotiations soon.

Happy New Year (2020)

As 2020 begins DCSMEC would like to remind our members that texting while driving is now a primary offense.

New Florida Law Makes Texting While Driving a Primary Offense

The bill signed by Governor DeSantis makes texting while driving a primary offense, thereby allowing law enforcement officers to pull motorist over and issue a citation solely for texting (including messaging, emailing and other forms of typing on a mobile device) behind the wheel.  That means officers may now stop you solely on suspicion of texting while driving.  Texting while driving had previously been a secondary offense, meaning officers were only able to cite drivers after they pulled them over for another primary offense, such as a moving violation.

Starting on January 1, 2020 Law enforcement can begin issuing uniform traffic citations. In addition to prohibiting texting by all drivers as a primary offense, the new law also bans the use of handheld wireless communication devices in designated school crossing or school zone or a roadwork zone, except for emergencies hands-free uses remain legal. This provision will take effect on October 1, 2019, with officers issuing warnings until January 1, 2020.

Under the new law, a first texting offense will be punishable by a $30 fine and court fees. A second offense carries a $60 fine, court costs and related fees, and three points on a driver’s license. A first offense involving texting in school or construction zones also carries additional license points. First offenders can purchase hands-free Bluetooth devices, show proof of purchase, and complete a “Driver Safety Education” course in order to avoid fines and license penalties.

Florida’s law bans text messaging while a vehicle is moving, but permits the use of cell phones and other similar handheld electronic devices (except in school and construction zones) for limited purposes. Drivers are still permitted to use phones and devices for Maps / GPS navigation, making phones calls, and reading emergency messages, such as weather alerts.

HAPPY THANKSGIVING (2019)

Allow me to take a moment to offer my sincerest gratitude for your service. On behalf of our Executive Board, I thank you for the outstanding example you have set.

As we near Thanksgiving and I reflect on 2019, I would like to express how thankful I am to have you in our DCSMEC family. You play a very important role in the advancement of M-DCPS through your commitment and hard work. My role as your Representative would not be possible without a strong and reliable work force to assist the students and staff of Miami-Dade County public schools during their times of need, and I appreciate your sacrifice and the hard work you demonstrate. Your dedicated efforts reaffirm my belief that our best day’s are yet to come.

I hope you take some time to reflect on the important work you do for our students. Take a moment to reflect and remember the lives you have positively impacted through out the year. Arthur and I extend our best wishes for your continued success and wish all of you a joyful thanksgiving holiday.

Just a reminder, we have a General Membership Meeting on Tuesday, November 19, 2019, at the DCSMEC hall located at 8250 NW 27th  Street  (Suit 308) Doral, FL 33122. Meeting starts promptly at 4:30pm and normally concludes no later than 7:30pm.

In addition to our normal business we will have a Special Order of Business for Installation of  Officers. We  encourage all members to attend, participate and get informed.

Please refrain from parking on assigned/numbered spaces. Park only in unmarked spaces be advised that building management will tow all improperly parked vehicles.

All general meetings are strictly for members only.

Veterans Day 2019

It takes bravery and honor to serve in the US military. Many people in our military need to travel far from their families for long periods of time. They miss holidays, birthdays, and special family events. The members of our military also risk their lives as their work is very dangerous. They do it because they know that their job is important in keeping our country safe!

It is with immense gratitude and respect that DCSMEC honor all who have served on this Veterans Day. From the brave young heroes who stormed the beaches of Normandy, to those who risked everything in Korea, Vietnam, the golf, Iraq, Afghanistan, and countless other areas of conflict around the world. We offer our most solemn appreciation for the sacrifices they have made to ensure our freedom and our way of life.

On behalf of the DCSMEC family, to all the veterans, thank you for your service.
