DCSMEC benefits for 2016

Dear DCSMEC Members:

After our careful evaluation of the Districts benefits this year, DCSMEC continues to recommend and endorse the following “DCSMEC Members Only” plans for benefits effective January 1, 2016.

SOLSTICE DENTAL/VISION has provided benefits to DCSMEC Union Members since 2003 with more savings and benefits compared to the District Plan. Solstice has enhanced the 2016 dental benefits with only a 3% rate increase. There is no rate increase to the Vision Plan and these rates are still competitive or better than the District plans while the benefits are simply better. If you don’t believe it, go on the DCSMEC web site (DCSMEC.org) and compare.

FAMILY LIFE continues (since 2010) to offer an excellent Hospital Indemnity plan to DCSMEC Members. The plan expanded it coverage last year and acts like a Gap Plan to help defer the increases in deductions for hospital confinements as well as out of pocket cost for “both in or out-patient surgeries.” Check out their rates and coverages on our web site.
Please take the time to compare and review these plans for savings and/or increased benefits that are available to DCSMEC Union Members “Only.” UNION MEMBERSHIP MATTERS

The 2015-2018 M-DCPS/DCSMEC ratification Vote is as follows:
Voting will be held on Friday, October 9, 2015 between the hours of 7:00 a.m. and 3:30 p.m. Locations for voting are listed below.

TENTATIVE AGREEMENT REACHED 2015-2018

TENTATIVE AGREEMENT REACHED
The DCSMEC bargaining team has worked tirelessly to find every dollar available, taking the current budget climate in mind. We think that this resolution is fair and helps move us forward for the next three years.
Highlights of tentative agreement follow;

1. A 2.4% (across the board) wage increase, effective 7/1/2015. (Yes, this means RETRO)

2. Effective the first month following the School Board ratification of the 2015-2018 successor contract, eligible full-time employees in their fourth year of employment and thereafter shall accrue annual (vacation) time at 1.834 days per month increasing vacation time to 22 days for fiscal year.
3. Uniform allowance will be increased from $130 to $175 per year. The parties agreed to develop and recommend administrative policy for prescribed uniforms.
4. All H1 (temporary) salaried employees will be adjusted to the HO (Permanent 100%) salary schedule effective the first pay period following the School Board ratification of the 2015–2018 successor contract. Permanent employees will no longer be hired under the Temporary salary schedule.
5. Extend probationary period language for three years 2015-2018.
6. Extend written skills test for three years 2015-2018.
7. Seniority report will be provided on a semiannual basis.
8. (Interim position) removed unnecessary language to make position accessible to all.
9. Clarification of Holiday Pay eligibility.
• Health Insurance
➢ Options and Health Plan design, the same as last year.
➢ Cigna OAP 10, OAP 20 and Local Plus
➢ Lower premium rates for the majority of employee.
➢ Redesign of Salary Bands to be more advantageous and the District agreed to remove restrictions on free option (Local Plus), which will result in savings for the DCSMEC unit.

For future employees:
A three-year pilot program (designated H2) will be implemented to attempt to hire “new”employees in the Carpenter, Glazer, Mason, Painter and Roofer job categories.

The H2 pilot program will not affect current employees.

DCSMEC Training Meeting

DCSMEC Will be conducting a training meeting beginning on (Saturday) September 19, 2015 at the toys training room. (12525 NW 28 Ave. Miami, Florida)

 
The meetings will be held in two parts, a morning session from 8:00 AM to 12 :00 PM and afternoon session from 12:30 PM to 4:30 PM.

 
Each session counts for 4 CEU Credits and members can attend either session or both, this meetings will be conducted free of charge and are for DCSMEC MEMBERS ONLY.

 
The Honorable John Mills, will be assisting with this training meetings we request members wishing to attend RSVP call 305 477-6002 and say you are registering then provide your name, employee number and which session you will be attending the morning, afternoon or both.

This is a makeup session for those who are still short of hours this will be the last training session, make every effort to attend

General membership meeting/training session

DCSMEC will be conducting the first of two training sessions beginning on Tuesday July 21, 2015, at the Miami Free Zone.

The training sessions will be held in conjunction with our DCSMEC general membership meeting. All who need the new 2 Hr. CEU are required to attend both training sessions.

The Honorable John Mills will be assisting with these training sessions. We request members wishing to attend to RSVP by calling (305) 477-6002 and providing your name and employee number. Only those members that RSVP will walk out with confirmation of the training, those that do not will have to wait until the next meeting.

Second DCSMEC Training Meeting

Vehicle Inspection Reports

Dear members,

Due to reports about the poor condition and safety concerns of District owned vehicles that are used and/or assigned to DCSMEC members, the Union has filed a Grievance against the District in hopes of preventing a catastrophe. In the CollectiveBargaining Agreement the District agrees to “provide a safe workplace-and such safeguards as are necessary to reduce or eliminate accidents” which we feel the District is not doing.

In most areas where vehicles are used by DCSMEC employees, Management has informed us that there is currently no vehicle maintenance records or preventive/scheduled maintenance and therefore the current condition of the vehicles are unknown.

The obvious poor condition is well known. The DCSMEC Union has prepared (as part of the Grievance process) a vehicle inspectionreport which will be distributed to unit members who use District vehicles.

This report solicits general observations about the condition of the vehicle and is not meant as a comprehensive mechanical inspection, however it will give us a much better picture of the overall condition of the fleet as well as a guide for prioritizing repairs and/or replacement of vehicles. We ask all DCSMEC unit members to please participate in this effort so that we may   verify the extent of the disrepair of the fleet.

It has been agreed to that Management will provide these vehicle inspection reports to the employees prior to the annual vehicle audit. The employees can, prior to the audit, fill out the report and return them to a DCSMEC representative who will be working in conjunction with the auditor, the day of the audit.
